Automatically open new release PR after merge

Currently the release PR gets created after the first release vector component was published. It would be better to immediately recreate the PR in order to give people the opportunity to start a discussion with what they need to have for the next release. Also this is useful for releases, which do not include components managed by the metal-robot for which PRs need to be opened manually by now.
