The MesosNimbus scheduler does not have support for reconciling the state in the Mesos cluster when the scheduler restarts. This prevents knowledge within the MesosNimbus code about the currently running set of Storm Supervisors (Mesos Executors) and Storm Workers (Mesos Tasks).

We need that knowledge in order to implement support for reservations (#148) and also have finer grained control over scheduling of resources (#160).
