Solution for merging duplicate places

There is also a bunch of talk about merging duplicated CHPs or duplicate CHUs (and duplicate counties!).

I'm sharing a video teaching people how to delete a place through the CHT - but this only works if the place is empty. This process also causes orphaned users with invalid facility_ids and/or contact_ids - this causes really weird user experiences where everything crashes (see issues like https://github.com/moh-kenya/config-echis-2.0/issues/1724 and hierarchy data quality issue.

If an issue like medic/cht-conf#373 is prioritized, then we can extend our system for move-contacts to also remove-duplicates.
