Fix {{AvailableInWorkers}} macro location on web worker pages

The {{AvailableInWorkers}} macro is being placed inconsistently on web worker pages:
a. at the top of a page directly after front-matter
b. after intro section
c. anywhere in intro section
d. above inheritance diagram
e. below inheritance diagram

To make it consistent, to reduce maintenance burden, and to possibly automate we need to fix the macro position.

Following arguments have been made so far.
In favour of option no a:

• It is a kind of meta info so should be placed along with secure context and status macros. Also, we put warnings at top.
• If put directly after front-matter then it would be easy to automate.

In favour of option no b:

• It got put below description because there were many macros at the top of the page. There is too much stuff at the top.
• It's not a banner, rather a note.
• This is a different level status. It’s only relevant to workers, not to all web. Not everyone needs to know this.

In the long run a badge row for all the header macros would be good to reduce the clutter.
After we fix the location some of the pages will be realigned.
