Since migrating to open-api-workflows in #447 the documentation buildstep has been broken. This is because it's disabled by default in the common packages. I have started a PR to re-activate it in #499, but as the CI output shows, the docs need a variety of fixes before the build step will pass.

A side effect of this issue is that the dependencies for the Docker image push are also not being fulfilled, so latest on the Docker hub has not been updated for some time.
