Todas jobqueues estão rodando cinco minutos após o esperado.

O problema da timezone foi resolvido em um commit na branch dev mas ainda não foi pra main.

É preciso portar as jobqueues para aiogram.

Quando o robô liga ele manda mensagens da jobqueue que ele deveria mandar só de hora em hora, de dia em dia, às 4:20, etc.
