Index SC commands

We have the index SC that holds some informations such as the owner of a website, the list of websites owned by an address etc. We already have the functions implemented, we just need to add the commands to the CLI.

IMO, we should have a command to get the owner of a website, a command to get the list of websites owned by an address, and a command to request the update of a website info to the index SC.
