Panning while tilted is inconsistent on Android

What happened?

When I pan while the map is tilted, flicking down leaves the camera with much more velocity than flicking up, to the point where it's hard to use and I'll probably have to disable tilt in my app.

Steps to reproduce

Tilt the map, zoom in to something recognizable, and flick it up and down.
