Logging of scale up or scale down needs to be more specific

As of now when a scale up or scale down is unsuccessful then we are throwing an error scale down is unsuccessful and check ansible logs for more information
We must take get specific errors from ansible and propagate it to main logging message so that it can give a clear idea of what went wrong and for debugging they can refer ansible logs.
