Enable issue tracker for gnu-sandhi/sandhi #1

By default, the issue tracker is disabled for forks. However, AFAIK, gnu-sandhi/sandhi is the global upstream now, so issues should be enabled.

Why not delete the fork under gnu-sandhi, and move this repo to gnu-sandhi? (IIRC, repo transfer is under "dangerous operations" in settings)

Cool. I'm glad to see that GRAS has a second chance. Feel free to use my code however you need. Best of luck with the sandhi project!
