By default, the issue tracker is disabled for forks. However, AFAIK, gnu-sandhi/sandhi is the global upstream now, so issues should be enabled.

Why not delete the fork under gnu-sandhi, and move this repo to gnu-sandhi? (IIRC, repo transfer is under "dangerous operations" in settings)
