OSGi repository (ORB) support

Many Maven repositories (including Nexus and Artifactory) provide ORB support only in their Enterprise versions. It would be great if Jenkins could provide this feature which in reality is nothing else than providing xml document - which could be generated only on-demand - at the root of the each Maven repository.

Apache Karaf Cave is an attempt to decorate pre-existing Maven repos as ORB repos, but it's still at alpha stage. The core logic behind it is infact in pristine condition and well documented at Apache Felix Bundle Repository.
