A band leader must always have an e-mail address

Five bands entered into the West Uber this year had band leader accounts with no e-mail address. Consequently, those five bands did not receive important e-mails (band checklist, deadline changes, and the bio deadline) in a timely fashion.

To prevent this in the future, I would like a data verification step that rejects an account with no e-mail address from being marked as a band leader.
