Fedex - Free Shipping Threshold - Excluding Tax

On Magento 2, if you use the built-in FedEx carrier's Free Shipping Threshold, it uses the subtotal including tax and there is no option to exclude tax.

It would be useful to be able to set whether it includes or excludes the tax for the threshold.

Steps to Reproduce

1. Create a product with the price 4.99 and tax class of Taxable Goods.
2. Setup a tax rule that applies to Taxable Goods.
3. Setup FedEx carrier with Free Shipping Threshold as Enabled and Free Shipping Amount Threshold of 5.
4. Go to checkout with product in cart.

Expected Result
FedEx Ground is not available.

Actual Result
FedEx Ground is available.
