I believe this is a PowerShell version issue. Maybe you selected 5.1 and it didn't have the new PowerShell Get version installed. |

I checked my runtime environment and the PowerShell version is 7.2.
I added the "PackageManagement" and also "PowerShellGet" packages from gallery to my runtime environment and now it works. Not sure why thats was required but now it works.
