[GithubLabels] Support plain repo URLs as a secondary URL (for when the backend is directly constructed) #95

So, instead of new GithubLabels("https://github.com/user/repo/labels") one can do new GithubLabels("user/repo") since the intention is clear.

The urlsKnown static property should be helpful here.
