Transform "Run" task to custom target #30

On development we need to "build & run" sim in one click. This was done via vscode task, but works poor with new version of vscode plugin (v2+).

Possible resolutions:

override "upload" cmd https://community.platformio.org/t/custom-upload-protocol-not-working/6790/2
custom target https://docs.platformio.org/en/latest/projectconf/advanced_scripting.html#build-system-api
post-action for build https://docs.platformio.org/en/latest/projectconf/advanced_scripting.html#before-pre-and-after-post-actions
create custom task according to new PIO docs https://docs.platformio.org/en/latest/integration/ide/vscode.html#custom-tasks

Also update docs - things shoult be done via explorer tab now.
