Feature Request: Allow setting title/description for Shipping Rate and Rate breaks.

When creating Shipping rates and Shipping Rate breaks, it would be good to have corresponding title and descriptions for each of them. This would help show customers on the store front the correct title of the rates instead of just showing the default title of the Shipping rate.

Use Case:
With a Flat Rate based shipping of $50 and with a rate break to have $0 shipping for orders above $50, it would be great to show the correct shipping rate title on the store front as "Standard Shipping $50" or "Free Shipping $0".

In another use case that uses weight based shipping charges, this is more critical to show the customer the title based on the weight calculations. Here is an example from Shopify
