Bump node version to v18 and AWS SDK for JavaScript to v3

Is your feature request related to a problem? Please describe.

Not a problem, but the SAR uses Node.js 14.x which will be end-of-life in April'23, and AWS SDK for JavaScript (v2) which will be put into maintenance mode in 2023.

Bump to AWS SDK for JavaScript (v3) using aws-sdk-js-codemod, and bump Lambda to use Node.js 18
