As a user, I want to be able to create a Cluster (a label over multiple words) by

  • creating a single-word label using the context menu on a word, then changing the extent of the label so that it covers multiple words OR
  • selecting multiple words, then right-clicking to reveal a context menu with an option "Create label" which will create a new cluster over the selected words

Whichever of these is easier to create is fine.

The new label should be present in the JSON object representing the text.
