Track local changes and check incoming changes

There needs to be tracking for local changes to minimize the amount of stuff getting pushed out.

Furthermore, it would be nice to be able to have a local copy as a source of truth, though configurable such that retrievals don't overwrite locally modified.

It should be possible, and optional, to have remote changes more recently updated potentially override local changes, though likely not the default option, it should be a possibility.
