Communication: Students have access to create channel view, despite not having rights

Describe the bug

Students are currently able to open the view to create a new conversation channel. However, since students are not supposed to create channels and therefore don't have the rights to do so, trying to create one fails with an error.

To Reproduce

1. Go to Communication as a student
2. Click on "+" at the top of the sidebar
3. See that the "Create channel" button is visible
4. (Try creating a channel and see that it fails)

Expected behavior

The "Create Channel" button should not be visible to students, thus preventing them from accessing the view to create a channel.
