Describe the bug

When clicking on "Browse Channels" on the Messages page and there exist no channels, an empty modal is shown.

To Reproduce

  1. Go to 'Messages' tab
  2. Click on '+' next to 'Channels'
  3. Click on 'Browse channels'
  4. A modal appears with no content (when there are no channels)

Expected behavior

The button should be disabled or a message should be added noting that no channels exist in the course.
