Current minimum driver version is 390, not 396 #12

Since it seems that ffmpeg has now proper checks for driver version, maybe we can just remove that annoying post-link script. |
I think FFMPEG has always had proper driver version checks, my memory was
that the post link script was to protect against the case whereby the
ffmpeg version checks themselves caused a stuck GPU

Until we cut a new release (I think this little mistake does not warrant one), we should just ignore warnings.
We actually want to keep ffnvcodec-headers pin to our current version, any other subsequent version seems to bump driver requirements >390.
