Version 7.x-2.x -> 7.x-3.x

Release notes:
  - Changes from using Mongo based petitions to using mysql/node based petitions.
  - Changes from using Mongo based signatures to using mysql/entity based signatures.
  - Migration scripts to migrate Mongo data to native Drupal data types.

Update steps:
  1. Run drush updb. Now you will have a new node type called petitions and
     the signature entity
