Gossipsub InsufficientPeers

There is a weird issue where the client takes a bit of time to establish a connection so trying to publish a message with gossipsub returns a insufficientpeers error which I believe comes from the fact that the client is not yet ready - is that an expected behaviour? Even waiting for the connection to be established does not work. What can be done to make sure that the client is ready and has established a connection with the other peer (relay server)
