`http_util` not found #1

Thanks for providing these repos. I'm trying to run the testbed -- getting this error:

❯ mix phx.server

...
[notice] Application runtime_tools exited: :stopped
==> livestate_testbed
** (Mix) Could not start application http_util: could not find application file: http_util.app

I'm using these versions:

❯ elixir --version

Erlang/OTP 27 [erts-15.0] [source] [64-bit] [smp:11:11] [ds:11:11:10] [async-threads:1] [jit]
Elixir 1.16.3 (compiled with Erlang/OTP 26)

Any suggestions?
