Rabbit Shutdown causes agent based reconnect error in publisher

The agent based reconnect does attempt to re-establish the connection, though it looses access to the exchange information. During the connection initialization, post connect, it attempts to do an exchange-declare and fails with an NPE because it no longer has access to the configured information from the publisher configuration.
