Thoughts on a new Blue LAF

Layer handling needs a rework; the current layer height system isn’t very good at this point. Dragging to resize layers seems ideal. There used to be selection of layers but when I introduced LayerGroups of different types, I had disabled the layer selection as there were some issues to figure out. Selection, Dragging to reorder, resizing, all seem appropriate. (Reaper-esque interactions).
