feat: add a cron workflow to bump EELS

Why

The project heavily relies on parallelism with the EELS. To ease the integration of new features, we want to make sure that we "rebase" often enough to not diverge from the main repo;

What

Create a cron github workflow updating uv to the latest ethereum-specs commit.
