The most valuable part of GITHUB_ISSUE_TEMPLATE seems to be the output of kiss manifest <package> to me.
I wonder if people agreeing to maintain the package or notify @kiss-community actually makes a difference.
I also don't see the downside in allowing people to submit PRs to improve packages they aren't the maintainer of - maybe we don't merge right away / wait for maintainer approval.
Could we try 1 month of removing the issue template + maintainership restrictions and see how that goes?
