tried benchy on my anet a8 with octoprint and slicer.
Fan activated from 0% to 100% at 2mm.
Ramp up was ok but then fan changed always while printing.
As you can see the whole file is filled with M106 code ...

I suspect the problem is caused by some settings in the slicing profile. Can you slice the same model with Cura version 15.04 and make sure the resulted gcode is correct. Then export that slicing profile from Cura and import into OctoPrint. Then you can slice the model again in OctoPrint to see if you still experience the same problem.
