This monitoring tool may help:

Nagios is another solution with lots of plugins for money.

Requirements:

Collect data submitted by clients
Alert when data is out of spec
Alert when data is missing

Geographic reporting may be helpful; one day it will be important to understand storm risk coinciding with an outage.

"Alert" could be an e-mail, SMS, and/or a script to fix/restart.
