As an installer and/or end user, I need to be able to verify that audio setup is correct so that I can be comfortable that alerts will come through.

Self-test should:

fire a self test event
Components that have something that enunciate should take tunrs handling the event
un-mute the radio for 15 seconds, then mute
Validate that the other test files exist and are valid sound files
Play a test sound
Do the relay thing if there are relays, etc.
