The force-https flag on domain subordinate charm not working #4

In order to force a re-direct from HTTP to HTTPS
As an operator
I want to set the 'force-https' flag to true
And when a user navigates to the associated site using HTTP, they should be re-directed to the HTTPS endpoint

This is currently not happening.

Looks like it is only not working when the proxy is in test mode. I'll look into that some time.
