Not that I'm planning on putting in much time on Cartagen soon, but I came across http://scenejs.org/ and the idea of using such a layer to display map data in a WebGL scene graph, and do panning and such by moving the viewport is a kind of a radically different idea for client-side rendering architecture which could be part of a theoretical Cartagen 2.0 or something.
