In topic_tags_[seed].json, if a topic is a trash topic, we leave it empty.

Labels include:

A general area label, trying to be as general as possible using the PhilPapers taxonomy.
One or more specific topic labels.
A special #author tag for topics where one or two authors are significant for the topic's content.
