Add first templates of parameter files for libIGCM

This issue is about the first addition of parameter files (templates) to run the PCMDI-MP on the libIGCM outputs.
One parameter file controls the calculation of a set of metrics that will be eventually stored in the same collection. The names of those param files follows this syntax:
input_parameters_Collection_template.py
Those param files are templates, i.e. they need to be edited either from the script that runs the metrics (like AllComponents-run-metrics.py) or from libICGM.
They are developed so they can be either used on demand, or from libIGCM.
