Sounds like Salesforce now has a way to have logging AND throw exceptions (without rolling back the logs).

Research is still needed though - more info here https://releasenotes.docs.salesforce.com/en-us/summer17/release-notes/rn_api_messaging.htm#rn_api_messaging_platform_events
