Development without TLS/SSO

With #10, the provided secret must be a CERN Host certificate for the TLS/SSO to work. This makes it difficult to develop locally because it can take sometimes 8 hours to acquire a CERN Host certificate and add it to the CMS VO.

An environment variable or some other way of disabling TLS/SSO would be nice for running a local development instance.
