log state change doesn't play nicely with dampening

with the addition of healthdamped, it's now unclear in the log when signal-sidecar begins to report healthy again. the most current log message might look like signal-sidecar is still reporting unhealthy when it isn't.

add a log message when we get out of the healthdamped period that makes it clear when signal-sidecar is reporting healthy again.
