Allow users to report a post that they feel violates community guidelines. Should open dialog that sends email to me. Should include in form a hidden field with Post id, text area for user to fill out, and pre-fill email text field. Upon submit, send Vuex action to alert/success notifying user that the report was successfully sent.

Update: Created button in ellipsis dropdown (along with other actions), need to wire it up to a backend
