Make ottr-fying more of a thing - functionalize the script! #148

There's a rogue script here that allows "ottrfying" a repo to be a thing -- basically make a non ottr repo into a repo.

I did this very quickly, not well and did not test it much. But I think it could be a useful thing.

This is probably a lower priority than the other refactoring issues but is still something we can address.
