Better checks by using rhub

I think this package could help us make a better set of checks with GitHub actions for this repository.

For example, CRAN runs things on debian-gcc and our GHA here doesn't currently check that, but if we use this package and its docker images we could run that and the rest of the checks that CRAN does.
