Unstarted bounty doesn't appear correctly #4

It looks like unstarted bounties that have never been contributed aren't rendering with that implication

These should:

show that the bounty hasn't been started
show the default split for the bounty, which is 80:20 to the PR creator
not show "paused" or anything like that if the bounty was not started
