not able to track with tracking id

I just created a shipment in development mode, my shipment got created i am able to parse tracking number also, but when i track by tracking number, it is saying Fedex::RateError: This tracking number cannot be found. Please check the number or contact the sender.

I used the example given in README.

Hi,
if you are trying with the testing environment the tracking api is ok.
The tracking api is not available with the testing environment.

I still get RateError in 'production' mode with production keys.
