Move "Create New Project" button to the top of the Projects instead of below all projects #1689

Having to scroll to the very bottom of the page to create a new project feels sluggish and makes me slow down

A good solution would be to move the button as pictured:

At the moment, i have 16 projects, but i worry that users with even larger number of projects might be impacted more

Alternate button positioning i considered:
