Reward / discount giveaways can't be claimed

When games appear to be discounted to zero (as opposed to being given away, which seems to be a different state), they cannot actually be claimed for free. This seems to be tied to the claim button including a ?reward_id parameter, and navigating to the claim page without it shows the usual, working claim form.

To reproduce

1. Go to the store front of a game with a 100% discount (example -- NB. only valid until 2024-11-29)
2. Click Download or claim
   • Link to proceed to downloads is missing (example)
3. Highlight the amount field and press Enter
   • Error: "There was an error generating the download URL, please try again."
4. Go back to the store front, copy the Download or claim link and navigate to it without the ?reward_id parameter
   • Link to proceed to downloads is present (example)
