[BUG: Identity] Last edited time updates

Describe the bug
in our review request, the last edited times are all updated on an edit to any 1 file. this is instead of just the single file having the time updated.

To Reproduce
Steps to reproduce the behavior:

1. Edit any site
2. Create a review request
3. Take note of the last edited times
4. Edit any file in the site and save
5. check the last edited time

Expected behavior

1. only the edited file has the updated last edited time
