Create static output of pinning service compliance checks #1

We should have a set # of pinning service endpoints we check, and keys saved in this repo config, so we can publish daily compliance results to github pages.

need to generate a report.md file at ./docs/report.md so github pages will be generated automatically.

Run on github action once daily

This is being done via https://github.com/ipfs-shipyard/pinning-service-compliance/actions/runs/2198155715 and https://github.com/ipfs-shipyard/pinning-service-compliance/actions/runs/2374355503

The former is successful and the latter is not. I need to remove the broken/unused one, and ensure that it's building and publishing the latest content.
