Accounting whether the node height is behind in readiness on API node #4254

What would you like to be added

If the API node height falls significantly behind, it should be marked in the readiness api return.

Why is this needed

This can avoid directing traffic to API nodes with significantly outdated heights at the RPC gateway layer, ensuring the consistency of RPC services.
